Off Road Electric Scooters: Tires, Suspension, Weight and Where They Are Legal

No standards body defines an electric off road scooter, so the label is marketing rather than a specification.

What you can check is three numbers: tire diameter, suspension travel and ground clearance. Read those and a pattern shows up. Some scooters sold on rough-terrain imagery are rated by their own makers for flat pavement.

The three numbers that decide whether a scooter leaves pavement

Ground clearance sets the ceiling. Segway lists 5.5 inches (140 mm) for the SuperScooter GT3 Pro. Apollo lists 7 inches for the Phantom 2.0. That 1.5-inch gap is the difference between clearing a root and hitting it.

Diameter does more work than tread. Both machines run 11-inch wheels, and Apollo specifies an 11 by 4 inch hybrid tire. The wider contact patch buys grip and costs range.

Then there is the line most roundups skip. Segway’s own spec table for the GT3 Pro gives Traversable Terrain as asphalt and flat pavement, with obstacles and gaps under 1.2 inches (3 cm).

That is a dual-motor 3,500 W machine rated by its manufacturer for a 3 cm lip.

Springs, hydraulics, and what each one costs you

The Phantom 2.0 runs 125 mm of adjustable dual spring suspension front and rear. That is more travel than the Segway on paper. Springs rebound without damping, so repeated hits stack into a bounce instead of settling.

The GT3 Pro runs less travel, 110 mm front and 100 mm rear, but damps it with an adjustable hydraulic front linkage carrying 15 stiffness levels and a hydraulic rear trailing arm.

Damped travel goes further than undamped travel. Hydraulic cartridges also leak, and a leaking cartridge is a parts order rather than a trailside fix.

Segway pairs that with a self-sealing jelly layer inside the tire, rated to hold air through a 4 mm puncture. That is worth having away from pavement, and it adds rotating mass to a machine that already carries plenty.

Weight is the specification that decides legality

Segway puts the GT3 Pro at roughly 117.1 lbs (53.1 kg). Apollo puts the Phantom 2.0 at 102 lbs (46.3 kg). Neither goes up a flight of stairs without help.

Heavy machines also burn their capacity faster than a headline figure suggests, which is the same reason adult scooter range claims need reading closely. If lifting is the problem rather than distance, a lighter seated electric scooter solves a different trade-off.

Where you can legally ride one in Ontario

Ontario’s e-scooter pilot caps the device at 45 kg, 500 W and 24 km/h, with a maximum wheel diameter of 17 inches. Both scooters break three of those four limits by wide margins.

Rider rules add more: 16 or older, bicycle helmet under 18, standing at all times, no sidewalks. Age and speed ceilings work the same way on kids electric scooters, where a manufacturer rating and a legal rating are also two different things.

So neither machine is road-legal under the pilot on any speed setting. In Ontario they are private-property equipment, and the pilot itself only applies in municipalities that passed a bylaw allowing it.

Can I make an off road electric scooter road legal by limiting its speed?

Not in Ontario. The pilot caps device weight at 45 kg and power output at 500 W, and no firmware setting changes either one. A speed limiter fixes one of three failures.

Do off road electric scooters need knobby tread?

Diameter matters more. An 11-inch wheel rolls over obstacles a 9-inch wheel stops against. Tread pattern starts earning its keep on loose surfaces such as gravel, sand, wet grass and loose dirt.

Why market rough terrain and then list flat pavement in the specs?

Marketing copy is not a warranty term. The GT3 Pro page describes rough terrain while its spec table sets traversable terrain at asphalt and flat pavement. Damage outside the stated terrain is where warranty claims get argued.
