A battery tester that only reads voltage tells you how charged a battery is, not whether it can crank an engine. A load tester or a conductance tester tells you the second thing, and that is the one that actually predicts a no-start.
What a plain voltage reading really measures
A multimeter across the terminals reads open circuit voltage, and Cadex Electronics’ Battery University notes that reading is only accurate once the battery has rested with no load for at least four hours, with lead-acid manufacturers recommending 24.
The same source lists three things that skew the number before that rest period: a calcium additive raises voltage 5 to 8 percent, temperature shifts it either way, and a battery fresh off a charger shows a “surface charge” that reads high until a brief discharge settles it.
In a car the battery is rarely at true open circuit anyway. Parking sensors, alarms and infotainment memory keep drawing a trickle, which Battery University calls a quasi-closed circuit condition, so a dashboard-side voltage check is an estimate layered on an estimate.

How a load tester decides pass or fail
A load tester pulls a heavy current from the battery for a fixed time and watches the voltage under that draw, which is what the industry standard actually tests.
Power-Sonic cites SAE J537 (1994): a 12V battery must deliver its rated cold cranking amps for 30 seconds at -18°C without the voltage dropping below 7.2V. The DIN variant is stricter on time, giving the battery only 2.5 minutes to fall to 6V.
That test only means something on a battery that is already charged. Clore Automotive, which builds SOLAR-brand shop testers, states load testers need the battery above 85 percent state of charge for an accurate result, or the tool reads a weak battery as failed when it is really just undercharged.

Where a conductance tester sits between the two
A conductance or “electronic” tester sends a small signal through the battery and reads its internal conductance and resistance instead of drawing a starting-level current. Clore Automotive says this lets it test a discharged battery accurately, something a load tester cannot do.
The trade-off shows up on batteries near the failure line. Clore’s own MicroLoad models add a brief small load at the start of the test specifically to stabilize the reading and cut down on inconclusive “charge and retest” results, which is an admission that a pure no-load reading can still be ambiguous.
